Fun Trivia :  Gideon Wells is the unnamed gentleman. The painting is entitled
"First Reading of the Emancipation proclamation, by Francis Bickell
Carpenter. The people on Lincoln's right were the most strongly in favor of  
Emancipation:  Stanton and Chase.   Wells could never make up his mind, so
he is in the center.  Those on Lincoln's left [visible here] were generally opposed to the
idea, with Bates being the most opposed.  He is therefore furthest left and
has a disinterested expression. My understanding is that Mr. Seward  is
pointing to a document, telling Lincoln that he could not issue it until the
Union had a victory (that is indeed accurate).  That  was why Lincoln held
off issuing the document until after the Union victory at the Battle of
Antietam, September 17, 1862, even though he had drafted it in July.
